Police are looking for a 29-year-old man accused of two assaults in Philadelphia’s Fishtown section.
Investigators say Noel Vargas allegedly grabbed a 13-year-old girl on Montgomery Avenue, as she was walking to school last Friday morning.
He’s also accused of grabbing a woman on Palmer Street, just a few blocks away, last Tuesday.
