HARRISBURG, DAUPHIN CO. (WOLF) — The Pennsylvania Judicial Conduct Board has filed formal charges against Lehigh County Magisterial District Judge Amy L. Zanelli, alleging she violated the Rules Governing Standards of Conduct of Magisterial District Judges.
The Board said the complaint was filed Jan. 7, 2026, in the Court of Judicial Discipline, which handles misconduct cases involving judges statewide. Under the Pennsylvania Constitution, Zanelli is presumed innocent unless the allegations are proven. The Board must prove its case by clear and convincing evidence.
According to the filing, the allegations include claims that Zanelli kept what she referred to as a “Book of Grudges” in her office containing negative remarks about people who appeared in her court, including a derogatory comment about a local attorney.
