Daniel DeOrzio, 52, a Norristown Police Sergeant, is charged in connection with the Feb. 4 incident at the intersection of West Airy and Stanbridge streets, where officers responded to reports of a naked man standing in traffic, screaming, and damaging vehicles, according to the Montgomery County District Attorney’s Office.
Police were dispatched to the scene at 8:04 a.m., where the man — later identified as Justin Rich — was in the roadway and attempting to open police vehicle doors, the criminal complaint states.
As additional officers arrived, DeOrzio pulled his patrol vehicle behind a gray pickup truck stopped in the travel lane and radioed for it to be moved, prosecutors said.
