A Lehigh Valley Hospital patient with raised fists had to be subdued with pepper spray during an incident last year, according to a Pennsylvania Department of Health report.
The report cited the hospital in Salisbury Township for failing to turn the patient over to township police after the Sept. 14 incident. The hospital subsequently revised its policy.
