Kip Billups, a local activist, has spent much of the past year seeking justice for several homeless individuals who were allegedly maced by an employee of City Church.
“July 18th, Jeremey Rusk, the groundskeeper for City Church, maced over a dozen of my friends on camera,” told The Amarillo Pioneer last October.
