Nuclear hope floats in California

ATOMS OVER WATER: California has had a moratorium on building new nuclear power plants for 50 years. An audacious startup is trying to make one anyway.

Last month, Bluecore Energy filed a pre-application plan with the federal Nuclear Regulatory Commission detailing its intention to build a nuclear power plant that would float on a barge in the ocean and, the company hopes, one day provide electricity to the Port of Long Beach.
