Yesterday morning, while conducting proactive patrols at a local park, police officers observed an individual smoking in violation of the Huntington Beach Municipal Code, according to the Huntington Beach Police Department.
Upon contact and further investigation, the individual was found to be in possession of narcotics and drug paraphernalia.
