Los Angeles County ‘Operation Sugar Diamond’ Nets Six on Charges Linked to Deadly Cannabis Lab Explosions

Authorities in Los Angeles County have charged six individuals in connection with deadly explosions at illegal cannabis lab sites, in a crackdown named “Operation Sugar Diamond.” According to NBC Los Angeles, the investigation was spurred by two separate incidents: a 2023 blast in Irwindale that killed four and a 2024 fire in South El Monte, resulting in one death.

Ted Chien and Han Quan Jiao, the operators of the labs, are facing serious charges, including murder and arson, as detailed by CBS News Los Angeles. The operations, which were allegedly involved in honey oil extraction, continued even after the deadly incidents. Chien, in particular, faces potential life imprisonment without parole or the death penalty, while his partner, Jiao, could receive a life sentence if convicted.

Four additional suspects, presumably employees under Chien and Jiao, have been implicated for their roles in the operation.
