The California Labor Commissioner’s Office (LCO) has cited several janitorial companies, their owners, and OptumCare Management LLC for wage theft violations totaling $438,204. The citations, announced in Los Angeles, affect more than 90 janitors who worked at manufacturing, laboratory, and healthcare facilities in Los Angeles and Orange counties. The LCO’s Bureau of Field Enforcement (BOFE) conducted the investigation. It found that workers did not receive minimum and contract wages, overtime pay, split shift, meal and rest period premiums, and accurate wage statements.
The companies involved are Winsor Maintenance Inc., Winsor Services, Inc., Main Source Group, Inc., Main Source Global, Inc., Main Source World, Inc., and Top Building Material & Supply, Inc. The investigation found these businesses operated together under the control of members of the Hong family and Suchin Yi. Janitors worked at the same sites and wore uniforms labeled “Main Source,” but their pay stubs listed different company names. Investigators reported this made it unclear who was responsible for paying wages.
The investigation found that the companies were closely connected and shared management. OptumCare, which used the janitorial services, was also cited as a client employer under California Labor Code section 2810.3.
