HUNTINGTON BEACH, Calif. — Drug addiction took many years off Kim O’Donnell’s life. Now 27 years sober, she is helping others through Wings of Hope Recovery.

- The City Council passed an ordinance requiring facilities to have a special use permit to operate
- Under this ordinance, if an operator is found breaking the law, there will be a five-year ban before they can apply to open a facility in the city
- The city created a tool to help residents report facilities
