The Fullerton City Council unanimously adopted two ordinances on February 17, 2026.
approves an amendment to change the zone classification for the southerly portion of the parcel at 2461–2495 East Orangethorpe Avenue from Commercial Manufacturing, Emergency Shelter Overlay (C-M-ES) to Manufacturing Park, 100,000 Square Foot Minimum Lot Size, Emergency Shelter Overlay (M-P-100ES). The change aligns the zoning of the entire parcel with the northerly portion, as detailed in Exhibit A.
adds Chapter 8.90, “Electric Bicycles and Other Electric Transportation Conveyances,” to Title 8 (Traffic) of the Fullerton Municipal Code. The ordinance establishes regulations governing the operation of electric bicycles and other electric transportation devices within the city.

- Targets unsafe motorized wheeled devices on sidewalks, bike paths, and roads.
- Bans reckless moves and traffic signal violations.
- Speed caps: 5 mph max on sidewalks, 15 mph on paved trails.
