Residents of the area around Seventh, Liberty, Crest, and 8th streets were surprised and puzzled this morning by an unusual sight: a large amount of white foam covering the streets and gutters. The foam was first noticed by a commuter on their way to work, who traced its path from a church near Liberty and Virginia, all the way to 8th street near Slauson.
