Jian-Wei “Juan” Li, 40, of California, was arrested and arraigned after a joint investigation by the Michigan Attorney General’s FORCE Team and Northville Township Police. The arrest followed several days of surveillance. Authorities allege Li was involved in identity theft using tap-to-pay methods at retailers in Metro Detroit and other parts of the United States.
The investigation started on November 11, 2025, after reports of more than 25 fraudulent tap-to-pay transactions at Meijer stores. These incidents date back to May 2025. Investigators say Li and others used stolen or compromised credit card data on mobile payment platforms, such as Apple Pay and Google Pay, to buy goods that could be resold.
