YPSILANTI, MI — A man detained by immigration enforcement in Washtenaw County in early January had previously been convicted of manslaughter, according to court records.
Immigration and Customs Enforcement (ICE) arrested Cristobal Rafael Villalobos Penate, 45, on Jan. 5, 2026 around Ypsilanti, according to federal court documents. He was arraigned on one charge of unlawful reentry into the United States on Jan. 27 in the U.S. District Court Eastern District Court of Michigan.
