City Council moves forward with SPROUT unarmed crisis response program

The Ann Arbor City Council passed a resolution March 16 calling on the City Administrator’s Office to move forward with the Supportive Resources and Outreach Team, a proposed unarmed crisis response program presented to city council on Dec. 8, 2025. Instead of sending police officers, the program would send social workers to respond to emergency calls relating to non-violent mental health crises.

The resolution also explores a partnership between the city and the Washtenaw County Community Mental Health program, which provides behavioral health services for Washtenaw County residents with intellectual or developmental disabilities, mental health concerns and substance use issues. WCCMH currently operates a 24/7 crisis hotline, and in 2024, they responded to 6,306 mental health crisis calls.
