A 15-year-old girl was followed through a Northern Virginia Target by a man who exposed himself to her, police say.
The disturbing encounter happened shortly before 3 p.m. on Monday, Aug. 31, at the Target in Fortuna Center Plaza in Dumfries, according to Prince William County Police.
