The Maryland Attorney General’s office announced Thursday, Sept. 3, that it completed a review of a 2013 death of a man who died shortly after being restrained by a Hagerstown Police Department officer.
The review found there was insufficient information to warrant opening the matter of James Edward Adell’s death for further investigation, according to a release from the Attorney General’s office.
