The Maryland Department of Human Services (DHS) announced that, starting November 11, 2025, the state will provide a supplemental benefit to support SNAP recipients. This follows an emergency order signed by Governor Moore on November 3, in response to the ongoing federal government shutdown and the decision to halt SNAP funding as of November 1. The supplemental benefit is intended to help Maryland families maintain access to food during this period of uncertainty over federal SNAP funding.
Under the plan, Maryland SNAP recipients who usually receive benefits on or before November 11 will get a state supplemental payment equal to half of their October SNAP benefit on that date. Those who receive SNAP after November 11 will get the supplemental benefit at their regular distribution time. The measure is funded by $62 million from Maryland’s Fiscal Responsibility Fund, as directed by the emergency order.
