The second draft of the Town of Leesburg’s zoning ordinance rewrite features a slew of new regulations to guide the development of the Crescent Design District.
The Crescent Design District encompasses a swath of town to the south and east of the historic district. It was established in 2006 to promote redevelopment with a mix of uses incorporating new amenities. Earlier this year, the town updated the Crescent Design District Master Plan to refine those concepts further and to create walkable areas reminiscent of the historic downtown. The district uses a form-based zoning code that regulates the scale and design of structures more so than what goes inside them, allowing a blend of residential, retail and commercial uses.
