Maryland Cannabis Market Hits $1.07 Billion in Sales in 2025

Maryland’s legal marijuana market has generated $1.071 billion in total sales so far in 2025, according to data released today by the Maryland Cannabis Administration.

November sales alone came in at $97,994,684, underscoring steady consumer demand even as prices continued to ease across the state. $79 million of this came from recreational cannabis purchases, with the rest purchased by medical cannabis patients. Average retail prices declined again in November, falling from $8.57 to $8.38, reflecting increased competition and a more mature supply chain. Flower remained the dominant category, accounting for roughly $54 million in sales during the month. Concentrates followed closely with about $31 million, while edibles generated approximately $12 million. The remaining sales came from other product types such as prerolls, vape products, tinctures, and topicals.

Maryland legalized adult-use marijuana through a voter-approved ballot measure in November 2022. The law officially took effect on July 1, 2023, the same day licensed marijuana dispensaries began selling to adults 21 and older. That transition marked the state’s shift from a medical-only program to a full adult-use market.

Under current law, adults 21 and older are allowed to possess up to 1.5 ounces of marijuana flower and up to 12 grams of marijuana concentrate. Home cultivation is also allowed, with individuals permitted to grow up to two plants per household, provided they are kept out of public view…
