Angel David Rubio Marin, 20, of Manassas, has been charged after a disturbing online solicitation case was uncovered by detectives in Culpeper, police announced.
The investigation began on Sunday, March 1, when officers received a report that three children had been contacted by a stranger through a popular messaging service, according to the Culpeper Police Department.
