Richard Allenbaugh has lived in Marshall for approximately 20 years. He described the area as a ghost town for a while following the storm.
“The town is alive now, and it makes me feel happy,” Allenbaugh on Thursday. He went on to say, “I’m glad to have our town back. I’m really glad to see everybody out and about today.”…
