Following an investigation into a sexual assault in the River Arts District, Louie Willard Perry Jr. has been charged with second-degree forcible rape and is being held without bond.
At 7 a.m. on April 12, Asheville Police Department officers responded to reports of an assault on Bartlett Street the day before. Detectives used surveillance video and Automatic License Plate Reader technology to identify Perry, 62, as the suspect.
