Broken promises: DeKalb sues Blackhall over land-swap deal

DeKalb County is suing a real estate company over a controversial 2021 land-swap deal, with officials saying Blackhall broke promises and failed to follow through on commitments.

About 5 years ago, DeKalb County voted to swap land in Intrenchment Creek Park for nearby property owned by Blackhall. At the time, the company’s owner, Ryan Millsap, said he planned to expand a movie studio in the area.

Instead, Millsap sold his studio to another company. In an investigation earlier this year, WABE found Millsap and Blackhall never followed through on other promises made as part of the land swap deal.

Now, the County is suing Blackhall Real Estate, claiming it failed to deliver $1.5 million worth of park improvements and a $100,000 commitment to buy additional green space…
