ATLANTA, Ga. (Atlanta News First) – One of the most wanted fugitives in the city of Atlanta has been captured, according to the Atlanta Police Department (APD). Randy Baugh, who was charged in connection to two southwest Atlanta rape incidents from the 1980s, was arrested as he rode a MARTA bus. He was arrested Thursday afternoon along Cascade Road.
