ATLANTA — A century-old apartment building rehab may help deliver a needed jolt to a downtown community.

The four story brick building off Edgewood Avenue is an old shoe factory that became an unlikely apartment building — now seen as a rare success story in getting people without homes into stable places to live long-term.
