Mobile app fails to stop food stamp thieves stealing billions in taxpayer dollars

ATLANTA, Ga. (Atlanta News First) – One year after the federal government stopped reimbursing stolen SNAP benefits, fraud has only gotten worse as security measures to protect families’ food money continue to fail.

The U.S. Department of Agriculture (USDA) tasks each state with implementing electronic benefit transfer (EBT) programs. In Georgia, the Department of Human Services (DHS) was one of the first states to roll out a mobile app that allows recipients to lock and unlock their cards. The app was launched in December 2024.

But the solution is falling short as the USDA confirms SNAP fraud likely exceeds $12 billion a year.
