Foster care for unaccompanied migrant children in Denver will cost the city $2.4 million through Sept. 30, 2025, according to Tuesday’s Denver Mayor-Council agenda. That’s the amount Denver Human Services plans to pay the Colorado Department of Labor and Employment Office of Economic Security – Refugee Services Program.
The City Council already approved the grant. “Colorado’s Unaccompanied Refugee Minor, or URM program places overseas children with refugee status, in the custody of the Office of Refugee Resettlement living in the United States, into the care and custody of City and County of Denver Human Services,” according to a memo from city staff to the City Council. The county will reimburse the state for placement payments, independent living program costs, emergency cash assistance, URM program supports, and City and County of Denver staff costs, according to the memo.
The program helps its young clients develop skills for adulthood and social self-sufficiency. Children may remain in custody of Denver Human Services until age 21.
