This was the case just over a year ago for an apartment complex in Colorado, earning it the distinction of being one of the worst of its kind in the state in recent memory.

The apartment complex in question was the William Penn Apartments, which were located at 1644 North Pennsylvania Street in Aurora, Colorado.
