WACO, Texas (KXAN) — As native Austinite Justin Louviere drove home from Plano Sunday night, it started to downpour, and he suddenly saw “headlights coming [his] way on a one-way service road” off of Interstate 35 in Waco.
“And I’m thinking ‘something’s bad,’” he said. “The median to my left, it looked kind of like a drainage ditch with some water going down it. And then not five minutes later it’s a river, a whole river.”

He said he and a group of drivers pulled over into a small driveway off of the service road. That’s when he took a video of a car – thankfully, with no one it – floating away.
As he waited things out, panic began to set in as the water crept closer, and he didn’t have much room to move…
