Appraisal district hired problematic employee

Janet Marie Jennings-Doyle was making $170,000 a year as chief appraiser of Montgomery Central Appraisal District. On April 30, 2024—after less than a year in that job—the board of directors voted unanimously to terminate her employment immediately for “work related misconduct.” The board chair ordered her escorted out of the building.

Three days later, May 3, 2024, Travis Central Appraisal District (CAD) issued Jennings-Doyle a stunning job offer: “We are absolutely thrilled to extend an invitation for you to join our team as Deputy Chief of Operations….” The offer included a salary of $200,928—almost $31,000 more than she was making when fired by Montgomery CAD.

Travis CAD’s hasty offer was made despite Montgomery CAD’s harsh action April 30th: “This letter will constitute notice of your immediate termination from the Montgomery Central Appraisal District…due to the work-related misconduct, including mismanagement of your position, not limited to violations of District Policies, lack of candor with the Board and, arguably, insubordination, which has resulted in damage to the District and exposed the District to even greater potential damages, not the least of which is a loss of confidence in the District by the taxing entities to whom the District reports.”…
