APD review sparked by KXAN investigation reveals new details in Treysuhr Carter case

AUSTIN (KXAN) — After releasing her balloon, Monica Plummer preferred to stand by her daughter’s grave and watch as it fluttered into the sky, faded to a pinpoint and finally vanished, she said.

“We’re sending a message to Treysuhr, to heaven, that we’re still thinking of her, that we still care,” Plummer said.

Plummer lofted her balloon at a small ceremony, in unison with close family and friends. It is now an annual early-January tradition marking Treysuhr Carter’s death. The ritual offers a moment of joy, but, lacking closure, the wound from the loss of her 14-year-old daughter remains fresh…
