Bill to reform mental health diversion process in California passes senate

BAKERSFIELD, Calif. (KGET) — A bill aimed at reforming mental health diversion court decisions in California has passed the Senate and is headed to the state Assembly.

The bill was drafted by Sen. Shannon Grove after former Kern County Supervisor Zack Scrivner was approved for mental health diversion in his case where he was charged with child abuse.

The bill, SB 1373, passed with 32 “yes” votes.

Zack Scrivner is accused of molesting his pre-teen daughter but was never charged with any sex crimes by the California Department of Justice. If he was, he would not have been eligible for mental health diversion.
