High-speed rail shift leaves one California city’s downtown behind

Some residents in California’s Central Valley are expressing frustration with the latest change in plans from the embattled California High-Speed Rail Authority.

The first phase of the ambitious and costly rail line is expected to connect Merced to Bakersfield by 2033 and, eventually, Anaheim and Los Angeles to San Francisco by 2040. Trains will be designed to reach speeds of up to 220 mph, with a trip between Los Angeles and San Francisco taking about 2 hours and 40 minutes.
