BAKERSFIELD, California — A sting operation targeting EBT fraud led to the arrest of a 34-year-old man in South Bakersfield, according to the Kern County District Attorney’s Office. Norbert Karaba was apprehended for multiple felony charges, including money laundering and identity theft.Investigators from the Kern County District Attorney’s Office and the California Department of Social Services EBT Fraud and Theft Detection Unit conducted the operation on January 2. They monitored EBT activity in the Bakersfield area and identified Karaba making fraudulent ATM withdrawals. Upon arrest, authorities seized 78 cloned EBT cards and $63,952 in cash.In December 2024, a report from the Department of Social Services indicated over $232,972 in stolen EBT benefits in Kern County. The District Attorney’s Office, alongside allied law enforcement agencies, is committed to dismantling organized skimming operations to protect EBT resources intended for families in need.”A system meant to support families in need is being exploited by individuals driven by greed,” stated District Attorney Zimmer. “This illegal activity not only undermines vital assistance programs but also harms vulnerable communities.
