Convicted murderer, gang member to remain in prison; parole board cites risk to public

BAKERSFIELD, Calif.(KBAK/KBFX) — A convicted murderer and gang member from Arvin, Jose Valencia, was denied parole on Wednesday, July 16, 2025, after the California Board of Parole Hearings (BPH) determined he continues to pose an unreasonable risk to public safety.

Valencia, 30, was involved in a shooting on August 24, 2014, during a power outage in Arvin. Two victims were targeted at a car wash on Bear Mountain Boulevard and Walnut Drive, with one sustaining a leg injury. An officer witnessed the incident and saw between seven and 10 “muzzle flashes” coming from the front passenger side window of a car and heard an equal number of gunshots. The officer pursued Valencia, who was driving the vehicle involved. The chase spanned 84 miles and lasted over an hour before Valencia and his accomplices were apprehended.
