One man was turned over to Immigration and Customs Enforcement from the Humboldt County jail in the first half of 2025. The man, Torry Williams, remains in an ICE facility in Kern County after being transferred to ICE custody in February.
According to the Humboldt County Sheriff’s Office, Williams could be turned over due to previous felony convictions — including a 2014 domestic violence case in which he attacked his wife with a machete. California sanctuary law allows for local police to turn over people convicted of serious or violent felonies.
“We are following the Local Sanctuary Ordinance and State Law, the subject was previously convicted for a serious or violent felony and he was in our custody. After serving his sentence, he was turned over to ICE,” wrote Humboldt County Sheriff William Honsal in an email.
Williams was turned over to ICE on Feb. 18 just after 7 a.m., after ICE requested him on Feb 7. ICE requested 15 detainers for people incarcerated at the Humboldt County jail during the first half of 2025.
