A tech executive murdered last year in Baltimore is inspiring more legislation in Annapolis. The Pava LaPere Legacy of Innovation Act is one of the bills Gov. Wes Moore submitted to lawmakers this week. The measure offers up to $50,000 in grants to college students in Baltimore working on starting up their own businesses in the area.
