Maryland State Police arrest Baltimore man following two reported road rage incidents on I-695

ESSEX, MD—Maryland State Police have arrested a Baltimore man accused in two separate armed road-rage incidents in Baltimore County, including one from last year. Authorities said the man also assaulted investigators during his arrest.

Kelly Talbert, 31, of Baltimore, was taken into custody Monday and charged with first- and second-degree assault and various firearm-related offenses, state police announced Tuesday. He is being held without bail at the Baltimore County Detention Center, with additional charges pending.

The most recent incident occurred around 6 a.m. on July 7, 2025, when a motorist reported that a driver pointed a copper-colored firearm at them on the outer loop of I-695 near Wilkens Avenue.
