Baltimore permitting ‘mess’: 3-year delay stalls vacant home rehab

BALTIMORE (WBFF) — Devante Teel has been waiting three years for a permit to develop a vacant, condemned property on Monroe Street in West Baltimore.

“I can’t touch it until further notice… It’s just stuck as condemned,” he said.

Teel purchased the building in 2023, hoping to turn it into a restaurant and lounge. He waited several months for a zoning hearing and then had to get the zoning renewed two years later because his permit still hadn’t come through. He’s $100,000 into the project so far, with no investment return in sight…
