The East Baton Rouge Parish School Board rejected applications from two groups who operate Capital City charter schools and submitted proposals to open three more campuses.
GEO Academies and Collegiate Academy plan to appeal to the state Board of Elementary and Secondary Education, or BESE, which is scheduled to rule on such appeals Dec. 9.
