License plate readers, witness statements lead detectives to alleged toddler shooting suspect

BATON ROUGE, La. (WAFB) – Documents obtained by the I-TEAM show license plate readers, surveillance video, and a witness statement led to Landrick Ruffin’s arrest following the shooting of a two-year-old girl in Baton Rouge. Ruffin is accused of opening fire on a vehicle that left a two-year-old injured on New Year’s Eve.

The shooting happened in the 2500 block of 79th Avenue in Baton Rouge on December 31, 2025, around 2:45 pm. Investigators said a female arrived at the Fourth District Precinct to report her two-year-old daughter had been shot. She was transported to Our Lady of the Lake Children’s Hospital, where she is currently in critical condition. Sources said the child was shot in the head.

Arrest reports show detectives canvassed the area and located surveillance video near the crime scene. License plate readers were used, and a traffic stop was conducted at which time Ruffin and a witness was detained, reports note.

Furthermore, detectives interviewed the witness who stated she was inside the vehicle with Ruffin at the time of the shooting. The witness statements corroborated all the video surveillance that was retrieved, showing Ruffin exiting his vehicle, shooting the firearm inside another vehicle, and fleeing the scene, reports note…
