CATS CEO responds to vendor indictments involving Metro Council member

BATON ROUGE, La. (WAFB) – Capital Area Transit System CEO Theo Richard said he is “deeply disappointed” by recent indictments involving vendors who held contracts with CATS in 2021 and 2022.

East Baton Rouge Metro Councilman Cleve Dunn Jr. was booked into the East Baton Rouge Parish Prison on Saturday following his indictment on nine felony counts related to an alleged conspiracy involving CATS contracts.

“This behavior is not consistent with the values of this agency,” Richard said. “CATS is entrusted with serving the public, and protecting that trust is central to everything we do.”

Dunn’s charges include public contract fraud, theft of over $25,000, criminal conspiracy, malfeasance in office, public bribery, money laundering and prohibited splitting of profits, fees or commissions. His bond was set at $25,000, and he has been released from prison…
