SEATTLE — A large group of homeless services organizations said they have worked over the past month to place homeless individuals in Pioneer Square into shelters, due to concerns that the FIFA World Cup would disperse them and hurt their ability to receive help for weeks, but shelter capacity limited their efforts.

Eight local groups, all dedicated to improving the homelessness situation within King County and Seattle, convened about a year ago to plan how to alleviate the situation for those experiencing homelessness in the downtown area…
