WENATCHEE – A Seattle woman falsely arrested for DUI by a highly awarded Washington State Patrol (WSP) trooper during a Memorial Day weekend traffic stop in 2024 has settled a claim with the state for $42,500, according to her attorney.
Kristin Quinlan was stopped on May 26, 2024, in Chelan by Trooper Travis Cunningham during a High Visibility Enforcement (HiVE) operation. Trooper Cunningham alleged she was “affected by an intoxicant” and arrested her for DUI after she provided two breath test samples measuring 0.008 and 0.006—well below Washington’s legal limit of 0.08.
Despite the low readings, Cunningham issued a criminal citation. Quinlan retained East Wenatchee attorney John M. Brangwin, who later filed a Tort Claim against WSP in November 2024…
