A Birmingham police officer was justified in fatally shooting in a 50-year-old man who was brandishing a gun and had fired shots in an Ensley neighborhood, the Jefferson County District Attorney’s Office has ruled.
Otis Lee Phillips Jr., described by those who knew him as a beloved father, businessman and security officer from Center Point, was killed Aug. 24 in the 3100 block of Avenue I in Ensley.
