Hoover city officials Monday said they were pleased with a ruling they say will pave the way for the city to continue seeking authorization for a proposed health care center. Alabama Administrative Law Judge Ryan deGraffenried recommended issuance of a Certificate of Need (CON) for the proposed Riverwalk Health & Wellness Center, an ambulatory surgical and treatment center in a mixed-use development, which would be located on a 90-acre tract near Riverchase Parkway.
