Jefferson County man seeks answers for decades of flooding at his home

CENTER POINT, Ala. (WBRC) – Eddie Stephens has lived in his Center Point home since 1998 and says he has spent the last 27 years cleaning a drainage ditch behind his house to prevent flooding in his yard.

“It took me several weekends to come out here and clean the ditch so you can see it. When I got to the ditch, it was just filled with leaves, debris, limbs, household garbage, even dirty diapers,” Stephens said.

Stephens says a county-owned culvert elevated higher than his property runs storm water and debris through his land, causing repeated flooding issues…
