Birmingham water utility report shows more than half of water in its system is lost

Executives at Birmingham’s regional water utility say they inherited a system fraught with financial and operational problems, including leaks that waste half the water treated.

Central Alabama Water late Wednesday publicly released a report that paints a grim view of the period when the utility was known as the Birmingham Water Works Board.
