Tangled for years in bureaucratic red tape and questions of sovereignty, a project to re-open the former Heron Bay golf course as a public preserve has emerged from a permitting dispute with the city of Coral Springs.
The North Springs Improvement District has resolved the issue— which began more than three years ago over unpermitted work at its 150-acre Heron Bay Boulevard property — and dropped its legal appeal.
“All the work was always inspected, everything was designed and done according to Florida Building Code specifications,” said Rod Colon, the manager of the district, which manages water treatment for about 40,000 commercial and residential customers in Coral Springs and Parkland. “It was just a legal question of whether we were required to pull permits.”…
